Short answer: yes.
I have been using a G1 Android Developer Phone with AT&T since the dev phones first came out, 8 months or so now, I would guess. I have never had any connectivity issues. I had to change the APN as outlined on the Android Google Group, and then it worked out of the box.
I used (and still use) it with AT&T because I already had a plan with them, and so did the wife, and it was just a lot cheaper to stay there (I don’t particularly like AT&T, was just easier). The data plan is a good deal, 20 bucks gets you unlimited data and 200 text messages – though the data is indeed EDGE only, the 3G frequency of the G1 hardware is not supported by AT&T. That doesn’t affect me a lot though, because 80% of the time I am near WiFi and use that anyway (EDGE is painfully slow if you have to use it, but better than nothing.)
As Andrew notes, you do have to do the updates yourself, but I think most developers would be doing that anyway. No big deal there really.
In all it’s been a very good device. The only problems I have had would apply to any G1 really, and they are hardware related. The slide out keyboard is just flimsy and squeaks (I actually have had 2 G1s now, one died and they replaced it free of charge, but same squeak developed in a few days) – that drives me nuts. And the processor and memory could be a bit better, but those are not Android or AT&T issues.
